Some Clutter not being built

So in my Feb Sim Settlements contest plan, i've got some human and animal skulls... and a hat.
/decorations/clutter/misc/remains & /decorations/clutter/personal
Also, clothed mannequins.. the others seem to stay.
Synth heads stay, skulls do not.

Two are present at L0 (in the save anyway), but when I build the City Plan, they dont get built.
Not there at L0, 1, 2 or 3.
Literally everything else gets built.

When building...At L0, the Build Limit is 1/3 of the way full, at L1 it's maxed out, even though my L3 save does not even fill the Build Limit.

does not matter if plugin is ESL or ESP
does not matter if a Scrap Profile is used or not

Best guess is, are they objects that once placed cannot be picked up again/have no collision? I think for me such objects do not get picked up by TS Export. The objects in question when I made september city plan are ones that cannot be interacted with afterwards and have to be Disabled via console menu after placement, though the specific ones at the time were spawned via PlaceAtMe. I think they were simply objects that entirely lack collision.

I've noticed that too, build limit seems buggy in general. Didn't comment about it since I figured could just be my end. Another oddity is that Recalculate Build Limit for me also seems to set the actual Build Limit back to the default level. I thought this was possibly intended(though a little odd since there is an option for that if you want to reset to default build limit) but some comments suggested it doesn't revert the limit to default for other people, just updates their usage.
 
Did you find a workaround for it?
For the build im doing.. the skulls are kind of essential to the aesthetic.

I guess i can try and find something else to go there instead, but it just wouldn't be the same.
 
Well ive done a bit of testing.. adding new/replacement clutter, different export methods, different scrap profile. No dice.

The only thing I can really say for sure, is that while they re-appear if I just use TSB to import any given json, they do not re-appear if I build the city via CP and desk.

Anyone able to help?

For build limit, no not really. I just set limit to 2x/4x & sort of just manually keep track/take note of performance.

For the pieces that lacked collision, I think I just traded them for similar. They were just parking garage trim/gap filler pieces.

How strange, maybe it is a bug with city plans?
 
Do you have all of the performance options enabled in SS? Certain items will automatically be left out of the building phases if you don't have the options all enabled.

If this is all it turns out to be, im going to take up Drinking as a recreational sport...
