[SOLVED] Standard provisioners no longer working?

EDIT: Fixed, the workaround or solution or whatever was: once they made it to their assigned location, i once again told them to be a provisioner, and this time it "took" - the link was instantly established and they are walking their route. Leaving this up in case others have the issue; I'm guessing maybe their assignment to the target was lagged and preventing the link establishment as they were "between homes"

IMPORTANT CAVEAT:

I have Starlight as an industrial and commercial settlement; it produces no food. Sanctuary provides its food.
Starlight and Castle were linked; but now the castle still has no food because it's a vanilla link, and it does not see or access the SS2 food that Sanct is giving Starlight. So, for workshop scrap access it's fine, but to get the castle food, i'll have to link it to Sanctuary directly.

I have a couple of settlements in the NW of the map using the Caravaneer stations, but i've also taken the Castle, which of course is way too far to reach from Starlight in one hop. So i sent a "normal" provisioner to be a resident of the Castle - which seems to have worked, pop increased by one and they went there - then set them as a vanilla Provisioner to Starlight.

This SEEMED like it worked - the provisioner got their "brahmin" (actually a logistics bot, thanks Pra) - but on the map, no link was ever formed, and the Castle does not have access to the food/etc from the network, nor can i build anything as it's not seeing the normal workshop network scrap either.

Anyone else run into this? Is it no longer possible to set up manual links once you start using the Caravaneer stations?

Of note:

I tried waiting still in place for a while, no dice. Tried going to an interior space for a while, no effect. The link just never gets established.
Now the provisioner is just sitting at the Castle, where they're a resident, not moving. They are not working their route to Starlight as ordered, even tho on mouseover it still tells me they're a provisioner.
