No Response So far settlements are built, but no one is home

So, I decided to reload FO4 and all my mods, which are SS mods and a few others. During the setup in the beginning, I added Sanctuary and RR back in to the list. Once I got out, it looked like Sanctuary started to built, but nothing was scrapped and no settlers or citizens. I figured based on what was said, Ok maybe I need to complete the Concord quest or something new along the way.
Then I got to RR, this time it looks like everything was scrapped, and it looked to be at lvl 1, but no settlers. HOWEVER, I saw this person called Kippy who won't talk to me and just keeps wondering around.

So is this the way I should be seeing it? Or is something wrong? Should I have left those two settlements out? Also, the plans for those two are not the standard ROTC ones.

Let me know as I just started this play through and am OK with having to start over.
 
Ok, I can verify that nothing at RR got scrapped either. Oh, and there are 3 or 4 named NPCs at RR. None of them talk, just say HUH, when I try to talk with them.

The "no settlers bug" looks like an issue. I already sent KG a note.
 
So I restarted and left Sanctuary and RR out (just left the settlements as default) and it's all running well. So far, I have only come across Starlight and it's built and has civilians in it.

Working on "so and so's" quest line, so I'll let you know if I come across any other settlements with no NPCs in it...

unless I'm playing FO76... which has ZERO NPCs in it. lol :confused:
 
The Civilians issue seems to be the staging of the startup code not being clear. It can take a long time for everything to complete, so likely in your other save, had you come back to Sanctuary/RR in an hour or so of gameplay, you'd have found Civilians there.

Its different for everyone, depending on which mods you have installed, and how good your machine is. I run a really small load order, so the Civilians are generally always there by the time I get out of the Vault.

The scrapping also is delayed until after the Civilian stage, and will happen shortly after you arrive, as the way we do scrapping isn't possible until the area is loaded.
