Your going to have too be a little more detailed. I can’t really make heads or tails if you have a problem with your mod organizer, mod install, or in game menus.
start with your mod organizer and if you have installed and the prerequisites for the version of SS you are trying to play?
Sir..actually I don't know much about fallout 4 modding this mod was my first mod that I tried...I just downloaded SIM Settlement three in one v 4.2.1.... Is there anything else I need to install or does this mod need latest version of the game(I have all dlc installed) plz guide me with it.....my Fallout 4 version is v 1.3.2 I think

Yes latest version of game 1.10.163.. go to steam and update.

Sim Settlements has no hard requirements. If you are new to modding, I would recommend using the in-game Mods screen. From there you can download Sim Settlements, after it finishes, press the Load Order button, which will be listed at the bottom of your screen on the Mods page. Make sure on the Load Order screen that Sim Settlements has a check mark.
After that, the most common issue people run into, is they don't realize you need to grab the holotape and run it in the pipboy to unlock the mod. This can be found in the Museum of Freedom in the room on the upper floor across from where Preston is.
