sim settlement mod not working

humm.... Try disabling all the See Through Combat Scope stuff.
If that doesn't work, disable all mods except for Sim Settlements & HUDFramework.
EDIT: The start adding them back in and see which is the offender.

Just looked at you load order, could you, if you haven't already please do this:

1) Disable everything, load game, go to outside the museum, save and exit.
2) Enable SS and Hud Only, load into game, wait for 2 or 3 minutes and enter into muesum.
3) Go to top floor and then to far left side, can you see any Asam Sensors/Holotape?

Ok, NMM is now at V 0.65.6, v0.65.2 and further updates had issues, but then dont we all. Again link on help page
 
how can i get the full fallout 4 pc games with the ss mod installed and working??is there any site i can download it??
 
You can't as that would be stealing. But I know what you're getting at. I've been in that spot before... LOL
Since you have a very small mod list it makes it sooo much easier to get sorted.

If it didn't work with just SS & HUD Framework.. then HUDFramework is the problem. Because SS doesn't "need" it to work, but it will cause SS not to load correctly.
GADarkerside has the right idea. But lets do it faster. ;)
Grab Ms. Vault111 and extract it to your ...\Documents\My Games\Fallout4\Saves
You now have a pure Vanilla save to test with (now and in the future) and will show up as MsVault111 in the Load Menu. Really easy to find.

Now.. Disable everything but Sim Settlements & load up MsVault111. Give yourself the holotape and load up SS. It should work fine. Yes?
With the Pip-Boy OPEN... Exit the game (completely) & Enable HUDFramework... load MsVault11 again..
It should work fine, Yes? Oh... it didn't!
Manually download HUDFramework & extract to your Data folder.
Load MsVault11 again... yada yada.. (by now you know the holotape refID by heart. LOL)
 
Well I guessed you checked for the holotape/Asam sensors where I said?

Ok, now with a clean save that @woodfuzzy was kind enough to point you too, this sounds to much like an install issue with something you have or have not done. So lets run through from the beginning, just to check

Have you done this?

1) How to enable modding

Note:
Please make a backup of the Fallout4Custom.ini first, simply name to Fallout4CustomCopy.ini
  1. Navigate to your Fallout 4 Folder at the following location "Documents\My Games\Fallout4"
  2. Within this folder you'll find a number of .ini files.
  3. Open Fallout4Custom.ini with your favourite text editor (Create, if missing (link) - Notepad++).
  4. Add the following lines to your Fallout4Custom.ini (can be added using standard Notepad)
    [Archive]
    bInvalidateOlderFiles=1
    sResourceDataDirsFinal=
  5. Save and close Fallout4Custom.ini
If you cannot save, please close, right click on file for properties, untick "Read Only" and follow instruction above once more.

If you have already done this, my other option is to use NMM to Reset Archive Invalidation, worth a try.

2) Uninstall both SS and Hud from NMM. Perform a direct manual install - listed in the help page below.

3) Start NMM go to Plugins tab and make sure order is like this - but for now only tick Sim Settlements, leave HUD unticked.

Load ms vault 111 in @woodfuzzy post and try again.

It feels like you haven't enabled modding or maybe something has reset it. I say this because you should have restart with clean save and only the SS mod enabled,
so:
1) Mod conflict is OUT
2) Corrupt save OUT
3) Quest Bugs OUT
4) HUD conflict/Incorrect load order OUT

the only thing I can think of is Mods aren't enabled, but I am sure this would be the first thing you would have done? I gather your Fallout 4 is a genuine copy?

Sure, you can download Fallout 4 from here.

What version of Fallout 4 do you currently have? It should be visible if you select settings from the main menu.
