Works as intended Settlers Not Building Residential

I have noted that in some of my settlements, though the top bar indicators show I am short beds and the HUD housing indicator shows I am short housing, settlers are not building the residential I lay down though all the other HUD stats are fine ... plenty of water, defense, and power etc...

This seems to be related to 'special' settler types ... if there is such a thing :)

For example, in The Slog you start with a number of named settlers who are included in the count of your settlers. You can manually assign them to existing food or give them a caravan route but they do not seem to want build their houses even though housing is currently at zero. I did switch that option in the settings to allow them to be pulled from assigned beds ... but maybe that does not work with all settlers?

I am going to do some more testing but wondered if anyone is seeing this issue and can shed some light on it.
 
Honestly, for settlers that were already there and I can't assign to residential, I've been putting sleeping bags down for them just to get the bed number out of the red. Once I get 'normal' settlers, I'll put extra residential plots down and have one of the 'normal' settlers build the extra house(s) for me.. then I'll scrap the sleeping bags and all is dandy again. Funny thing is that I've noticed in Vault 88, the Overseer won't build her own house, but she has no problem sleeping in someone else's bed because she's an asshole.
 
There are definitely strange AI issues with some of the settlers that start off in the settlements or that have names. Usually manually assigning them works though.

It doesn't. At least not for the Overseer in Vault 88, nor does it work for Clem, her lacky. There's no option to assign them to anything.
 
Oh yeah - anyone who isn't assignable to vanilla objects, can't work Plots either. They used to be able to - until I found out that screws up the AI.
 
Hence my workaround of having settlers build extra homes to keep the bed numbers positive. Even if they screw up my job numbers. It's like a big puzzle lol.
