Settlers Kindly Reject Scrap, Upgrade Scrap Value Stuck 0%

Cannot donate scrap as I get the message that the settlers reject it, value stays at 0% regardless of what I do.

What I've tried and had no success with:
  • Refreshing plots
  • Rebuilding data with holotape
  • Scrapping the desk and placing a new one
  • Disabling all mods that affect settlements in any way
  • Manually reinstalling the 3 in 1 mod
  • Creating a brand new game and building new settlement
  • Assigning a new leader and un-assigning them
  • Rebuilding data again throughout all of these attempts
I run the game with Fallout 4 Script Extender as it is required for two of my mods, MCM and LooksMenu

Here is my load order with all of my mods that I use normally. As mentioned, I have disabled many of these mods to try and fix the problem.

I originally posted about this issue on the nexusmods page for ROTC and was directed here by uituit. I previously googled the problem and found about 4 results on this forum with the same issue, none of those people ever appeared to have found an answer.

I want to help you guys fix this problem, If you have suggestions for what I can do to fix it, or if you have questions, let me know. I will help to the best of my ability.
 
That option is set to on. Turning it to off still gives the message that the settlers reject scrap. It has happened so far in Starlight Drive-in, County Crossing, and Nuka World Red Rocket, I haven't checked if it happens in more locations though, I assume it would.
 
Howdy Koocai,

Just to make sure I am not making an incorrect assumption, are you building out the settlements yourself (placing plots manually) or are you using the City Plan functionality to allow the settlers to completely build out the settlement themselves.

I ask this because you list Nuka World Red Rocket on your list of problem locations - and that settlement doesn't have a City Plan released for it yet.
 
I'm building them myself. I haven't tried the city plan aspect of the mod yet, but that's not needed for the upgrading/scrap system to work, right?
 
The scrap donation is only for City Plans.
 
Hmm. So you're saying this might not even be a bug at all... If I were to choose a city plan and assign a leader, you guys are saying I would be able to donate scrap? I thought the scrap function was tied into plot upgrades (which they are not upgrading, neither automatically nor on manual setting), so I assumed the problem was a lack of upgrade scrap. I'm willing to admit it's possible I just don't know enough about the mod and jumped to conclusions.

I read that the plots require defense, food, security, water, and happiness (for the most part) in order to upgrade. Is scrap not a factor in that? If it's not, maybe the true bug is that my plots are simply not upgrading.
 
Yes, scrap is only a factor/mechanic in the upgrade of "City Plans" rather than the individual plots themselves.

So if you started using a city plan, you should be able to donate scrap to help speed up the upgrade.

The upgrading of the plots has to do with having plenty of defense, food, security, water, and happiness. Also, all plot types (except for agricultural) also require power to upgrade.

I have one extremely large settlement, 22 people, and the commercial plots do not offer the option to upgrade either. My agricultural and idustrial/advanced industrial plots also do not offer upgrades. I've tried changing it to automatic and manual, upgrades don't happen with either. I've spent about a month of in-game time without any upgrades.

No need, I waited a week in the game, and made sure everyone had a job, and all the plots their needs met, the plots finally started giving the upgrade option. Smh, so sorry to bother you guys with this mess, this is just another instance of jumping to conclusions and giving up playing after a certain point due to what was perceived as a bug, but in reality was just exactly the way the game was supposed to work.
