No Response Settlers coming off artillery-auto off

Auto Assign away from work objects is OFF

however my settlers seem uninterested in staying on my howitzers and going to do plot tasks still instead. could i still be missing a setting?

Are they going to defense plots? Howitzers are simply guard stands, they act no different from regular watch posts, settlers will always patrol and stand guard at multiple guard stations.
