Settlers assigned to.....greeting?

I get the feeling this is something I should know but...
What does the green vaultboy icon mean for a settler? They won't automatically take a job, ASAM vision doesn't show them as unemployed yet, they count as not working for the job bar (as far as I can work out) and they stand around doing nothing.

Does anyone know what the go here is?

I'm not on playing right now, but I want to say that one means that they are assigned to a home but not a job.
 
It's the icon used to show that a settler has a generic assignment - so like L2K_Perma said, it's most likely they own a home but no job. I also used it for the Recreational Plots (you only have a few icons to choose from), so he could be your park Groundskeeper?
 
So after testing it turns out some of the settlers with that icon were assigned to Rec plots. I used Settlement Management Software mod to locate the Settler who had a home but would not self assign a job. They had this icon as well.

If they are assigned to the Salvage Beacon Desk (forget the correct name) then they also get this - strictly speaking not sim settlements and perhaps off topic

As far as I know. I haven't fully investigated how the flash files get their information from the game. When I pitched the idea to reg2k (creator of HUDFramework) - he believed it unlikely to be possible, which was enough for me to leave it alone for now.
