Settler quests could unlock hi-tech plots instead

I've had this in my head for a long time so here's my point. The quests themselves refer to the high-tech plots a lot.
(spoilers for Gremlin and Archon)
Gremlin talks about something really big and requiring a lot of power. This could of course refer to the advanced plot with her name on it, but the laser BFG could also be it. Especially given her obsession with laser weapons.
Archon designed the fusion reactor, not the coalplant.
Another thing is the advanced plots are easy enough to unlock on their own. And they probably will be unlocked by the time you get and complete the quest. It's almost impossible to NOT have advanced defences before finishing Gremlin's quest, given how she takes a while to show up and her quest is rather long, even if you skip 24 to 48 hours every time.
I also see no issue with Ventilator (spoilers) being able to unlock hi-tech purification and Joe (spoilers) unlocking hi-tech farms.
If this is too OP, maybe add a check to see if advanced plots are already built, and if they are, unlock hi-tech? Or reduce hi-tech unlock requirement to 1 level 3 advanced plot if the respective settler is recruited? Not sure about the technical implications of this but feel like it could work.
Edit: hi-tech also takes forever to unlock. Most places don't need it anyway. I've had a save that got to level 100 before unlocking a hi-tech power or water plant.
