Bug Settlements loosing City Plan

I just started to have some problems where existing settlements are loosing settings.

I get a message like "XXXX is now the mayor of YYYY" but that character was already assigned. When I check the city status sign, it tells me that the City plan is NA. Sanctuary will show Level 1 with city plan NA.

It doesn't matter how far back I go in my saved games, this occurs as soon as I either travel, teleport or at some random event on the city. All cities have this issue.

Please let me know what I can do to help find this bug.
 
I have not noticed this happen to an existing settlement, but I have tried to create many new settlements only to discover there was no building plan available when there should be. To avoid cross-posting I've been updating an existing, open bug report for this, but have not been getting any response. Maybe because the OP was posted in the wrong forum?

I saw your post, but am able to see the plans on the existing and new settlements. However, it seems that every settlement is doing this in the game. It is like there is corruption in the storage of the leader and the city plan. So in that way, I think there could be some similarities.
As a programmer, I am trying to track down in the game save where these values are stored. I am thinking that something is corrupting them, but it doesn't matter how far back I go in the saved games, I can go back to Sanctuary (first settlement) and it will start happening again.
So the issue is not in the actual save, but in the time lapse for the game... I think.

I just solved my problem last night, and it's unlikely to be related to yours. But FYI, when I upgraded 3.5.1 3-in-1 mod to 3.5.2, I accidentally used the regular SS instead of 3-in-1 package. It's easy to do, because the 3-in-1 package is not labeled as such once it's installed. It just says "Sim Settlements", so when you look at the downloads, you just pick the one that matches what you're running. After re-installing the 3-in-1 package, I can see the missing plans for those settlements (duh). Dumb mistake. Sorry it doesn't help you, but maybe it's a hint? Good luck.

Thanks. I tried to downgrade from 3.5.2. That didn't seem to make a difference.

Okay, I teleported to the first city in the list after it loads which is Oberland Station. When I get there, the city shows N/A for the leader and for the city plan. Shortly afterwards, with no changes, Tracy Oberland (who was the leader) is now declared the leader. Shortly after that, it prompts me to tear it all down.
If I do, the city restarts. The last notes I can find on this shows the city at 80% from level 0 to level 1.
If I do not, the city does not progress. My assumption is there is no plan.
Then Sanctuary starts, then Tenpines, etc.
I am thinking that the city is loosing the leader, and this is loosing the city plan. Not really sure because there is nothing documenting this process yet.
So maybe the city leaders mods are conflicting.
 
Solved: I believe I found the issue. In going backwards on saves, I found a version which did not have the problem...
At first, this wasn't working because I had removed mods thinking that some mod was causing the problem. ALWAYS keep the mods when testing...

However, the issue turned out to be that I made a change in the configuration.

If the Choose building plots is set to Random, and you change this to "Use City developer design", then the system will start flushing every established settlement by reassigning the mayor.

Do not change this setting in any version before this is fixed on established settlements.
