Don't know if this is doable, but I figured I'd pitch the idea anyway. I'm thinking of a plot, probably industrial, that can be built in the early stage of a settlement that essentially replicates the "teardown" phase in RotC. Let's face it, time is a precious commodity, and sometimes there's more you want to get done than going around a settlement manually scrapping things but also don't want to use one of the RotC plans. This plot would bridge that gap in functionality, without then forcing you to suspend settlement growth and then manually scrap all the foundations and other objects that would get put down.
I don't know if this process would have to be restricted to happening while you're out of a settlement or the opposite. I don't quite know enough about how it works under the hood to guess with any great accuracy. I also realize that there are standalone scrapping utilities in other mods that help at cleaning up large swathes of stuff, but many of those can be a bit "twitchy" (especially if you scrap the wrong thing) from my understanding or can otherwise cause interference with SS and/or other mods.

Was going to end the post here, but it occurred to me that I was perhaps overcomplicating the issue at hand. If it can't/shouldn't be done with a plot, how about an inbuilt functionality, maybe at a City Planner's desk that simply replicates the auto-scrapping protocol without then building a foundation level and kicking off the pre-planned city process? That feels like it might be a cleaner way of handling it, but again, I'm no modder so I could absolutely be wrong.
