I'm making city plans for the clean, and simple mods if I don't want to scrap anything is there any need for the scrap profiles or baselines.

Every city plan needs a scrap profile once finished, and using a modified start, whether a mod that extends borders or cleans up the settlement before you start building will also require a baseline, only vanilla _and_ untouched settlements can avoid the baselines since they are already stored in the online city builder tool.
Even if you do not scrap anything else after starting off with the clean and simple mod to build your city I suspect you will still need a scrap profile at the end.
