Scrap Amounts for Level Upgrades [ANSWERED]

Does the amount of scrap needed to upgrade levels have anything to do with the actual objects we place? For example, does a water tower cause the scrap amount needed to be more than a simple water pump?

It's a kinggath set amount. LOL Cause if it was based on what is actually in the next level... the Commonwealth doesn't have enough scrap. hehehe
