Just a plot idea, would generate 'kids' in the same fashion as tourists, It would be like the old american schoolhouses where it would be more active in the winter months, in summer it would be inactive or only younger kids because older kids would be out working farms. The kids would presumably live with (nonexistent) families that live between settlements and would act as tourists otherwise.

Rec seems easiest, seems like it's been the 'catch all' for utilities like Kitchens, laundry's etcetera, so that feels consistent to me.

I think there is a schoolhouse already, possibly from an ss-addon.
I know I have a plot in one of my settlements with a few benches and a blackboard.

Yes, it's from Sebbo, I think. But this mod is abandoned :/
Also, child settlers don't actually use it. At least, I only ever seen the NPC it spawns itself ever using the desks.

Yeah, it's a small squared stone or brick building with a black board + teacher's desk in the front and two pupil dess at the back.
I don't have any children except for the vanilla ones and I don't think that I have schools in those settlements.
