Fixed Scav Support stuck on endless build

Update- plots took much longer to show up but they did and recruitment did start; however, I still cannot recruit through the default beacon. Could this be the culprit (kinda doubt it)

Plots taking awhile to build is a bug(? maybe unintended consequence is a better word) in 3.1.6, see kinggaths post on the subject.

Not sure what you mean by not being able to recruit through the default beacon, however I don't interfere with standard recruitment. (kinggath does however)

Well if I leave a standard recruitment radio beacon on (as in vanilla), no settlers show up. If I build your plots, they do show up. I will talk to kinggath about this, make a bug report. Thank you!

Ah, yeah the vanilla beacon should trigger kinggaths alternate recruitment, so you might need to check your recruitment settings in the holotape. The one that gets a lot of folks is the unemployed settlers count setting.
 
Keep in mind that in Sanctuary during the first step, Preston can’t be assigned and Codsworth won’t stay assigned so up the unemployed to at least 3.
