Sanctuary ROTC shops

I'm using the optimised plans for all my cities. I have 15/15 settlers in Level 1 Sanctuary and no robots, though Mama Murphy is sitting comfortably in her chair. That being said, how exactly do I (or can I?) assign a settler to the non-plot shops from the city plan? It seems the Town Meeting Gavel will randomly assign a settler to the stalls, but ideally, I'd like to choose which settler works in each store.

I've tried turning on the blue man animation markers but no vendor blue men appear.

The only other thing I can think to try is manually sending a couple extra settlers to Sanctuary now that I've reached it's population cap, though I won't be able to try this until I get home tonight.

All that being said, can someone explain how the non-plot vendor stalls work?
 
I believe those vendors were removed for the optimized plans and the stalls are just decorative.

Unfortunately, the way those blue man markers work, they can usually only be assigned when placed via City Plan. I hope to resolve that eventually, but it's going to require some recoding.
 
From what I've tried today, they're kind of there... but buggy. At 15/15 settlers, Sim Settlements will auto-assign settlers to the stalls if I use the Town Meeting Gavel, but I have no direct control over who is assigned to what stall. I also sent 3 extra settlers to Sanctuary (totaling 18/15 settlers), and settlers were eventually assigned automatically, but I'm not 100% certain this is a reliable method as my PC doesn't quite meet the minimum specs. I had to let the game idle for some time before seeing any results.

Adding the Cap Collector/Local Leader perks seemed to have no effect. Lastly, I reinstalled the Builder's Tool Kit to manually create blue man stores, but they would disappear a couple seconds after placing them.

If you do decide to edit the optimised plans in a future SS update, may I suggest removing a couple job plots so the city plan can naturally utilize the blue man stalls with 15/15 settlers?
