Closed Sanctuary not working with Sim Settlements

My map would be open, Sanctuary is mine to handle and rebuild. I have around 12 settlers right now, but at the pipboy the messages shows up most of the time there are beds missing. Same with Convenant.

Perhaps it's the two robots?

Might not have understood your problem, but Sanctuary was mine to build on and bring in outside settlers as soon as I finished with cleaning up the area. But I couldn't get the group of 5 to do anything until I agreed to help the Minutemen and Preston suggested I talk to Sturges who asked me to help with beds, food, water, safety, can't remember if there is a 5th thing or not. But as soon as I started helping them, they started building on the lots I had set up. I did assign the food plots and the guard post, but that's just me.

Spring Cleaning is fine. It can just conflict with your ability to sink the plots into the ground- doesn't have any other problems i'm aware of.

I use Spring Cleaning all the time. No problem. Yeah, except the ground thing which can be an irritation but workable.
