i updated to 3.0.2 today and was running around dealing with settlements checking things. i noticed sanctuary was ready to upgrade from lvl 1 to lvl 2. i saved the game and then told it to upgrade. the cinematic plays and it seems to add in new things but after the cinematic was done i noticed that it still says its lvl 1 and still has a full 100% upgrade scrap amount. not sure if its a sanctuary issue only or if other are affected as i had to get off pc just after.
