Closed Sanctuary has no city plans for this area

Started a new game once the latest patch came out after reading most bugs had been sorted but when I build the desk in sanctuary and go to select codsworth as the leader nothing happens. so went into the blueprints and selected choose city plans. and that when I get the message "There are no city plans for this area

Betting you loaded Sim Settlements core but forgot to load the blueprints - that's what the RotC expansion file actually is, all the blueprints and assets needed to build the settlements.
