Sanctuary - Happiness stuck at 32

Extremly odd. I'm use to building Sancturary manually, no city plan, and had no issues for several years. But this time, playing after the fallout update, happiness is stuck on 32. No matter what I do, it stays there. Even shows its suppose to be going up (up arrow beside it). Even went out putting items that increase happiness, 4 relaxation plots, bar, clinic, clothing, and a few other stores. Even just sat there doing nothing for a long time, nothing changes. Other cities with city plan work fine. 2nd location, drive-in, i'm also manually building it's happiness is only 30, but I do need a few more people in that one to build more.
Is there some type of bug? is there a way to reset it?

I'd check if the workshop framework setting "beds need shelter" is off (it's off by default). Other than that, not sure, you can use let's say cheat terminal to boost happiness to 100 but other than that, no clue :/

Any chance you can roll the update back and confirm that's the problem?

if i have a happines starved settlement i try to dump a bunch of arcade cabinets but i have not yet upgraded to the latest f4 patch so cant say if that would change with that update!

For some it helps to turn off sheltered beds in Workshop framework (nvm I already said that). Are you manual building? And if your save file isn't too modded, can you post it?

I've been dealing with this for several days. Today it was the same, but I noticed there was a new update for workshop and ss2, went ahead and updated. Now happines is going up. Go figure.
