Right now it seems to be a little late in the game (okay, so I was addicted to them from previous playthroughs). Maybe an early quest that allows stash beacons or something. Something I can turn on and locate later to retrieve manually.
 
@Haggis You are asking for an overhaul of the system to match your style of game play.
Yes, my proposed solution side steps the quest line but you were asking for that anyway.

The base game already has a system where you can place a custom map marker.
Maybe what you need is a mod that allows for multiple of the map markers to be added.

No, not really a playstyle, more of a balance issue. As it stands I've played chapter 1 four times, and the lowest level I'm at when I get them is 25. Maybe a "Comonwealth Scavver" mod that you can pay them to retrieve it for you based on it's weight. Sort of Salvage Beacon Mk.0.

That's something that bugs me too, to be perfectly honest; the fact that you don't get that functionality until after you no longer NEED it, even if you literally rush straight through and ONLY do the SS2 questline (by which point you'll almost certainly at the very least have the Industrial 'tech tree' grazing against Conversion tier), is something that irks me. But 'changing' that would require all but completely redoing the questline at this point...

That sounds like a really good idea for an add on or companion mod.
Especially consider the questline point YaugieLC mentioned.
 
for now I'm going to just adjust my experience modify to .5 and see how it flows the next playthrough. If I had the time I would love to make a mod called "Concord Parcel Service" or "CPS, What can Orange do for you?". Kiosk based salvage system. Sort of a mark 0 beacons. You pay for locater beacons, and scale the fee by distance and weight (or item count for weightless people). Maybe even throw in a disaster event at say 5% when your entire shipment goes missing. That way it makes it a little unpleasant, and keeps you striving to get the mark 1 beacons.
