[RoTC] Changing from random plots to Designer's choice on a prexisting settlement?

I've been blocked from entering houses by the wardrobes, containers etc of interior plots one too many times and have decided to change from random plots to designers choice. One question I had was how would I get the plots to change in settlements which are halfway through being built? I assume the settlers won't just tear down their old plots and replace them, so how's the best way to approach this?

Maybe change the option from random to designer, and then 'refresh city'?

If that doesn't work, you could copy your save, change to designer's choice, change leaders so it starts over, make a note of what plots were assigned to the trouble spots, then go back to the old save and manually reassign those individual plots.

Not ALL of the designer's choice plots are practical. There is one Sanctuary interior plot that spawns on level 3 a big fat couch blocking the only entrance.
