sorry if my english is not very good, but my suggestion is that i think that in the lvl 0 of any city all the plots should be in its position, for many reasons i think this should bee very usefull
1- u can see already the tipe of city you are going to have, for example in RR the is no farms but i as a new palyerd dont have a reason to know that and there fore if i see all plots and see no farm plot i can take the decition to change the plot type , or not but thats a decition now i can make
2- the bed problems if all the residential plot are in its place i can manually chose everyone to be the one i want at the same time, not every time a new settler is going in , also helps with the pipboy showing the lack of beds until u go again to that settlement
3- also help u with bug thats for any reason stop the city progres like the city not making new plot for new settlers even when is under the number of settlers for that city
i think that this also help a lot if implemented to use the city planer computer to get the information asap
