Fixed rise of commonwealth and meters

Ok, when I fast travel to red rocket it spawns me inside of bus(level 1 city upgrade) and is temporarily stuck in it. also, one of my old meters is frozen I disabled it but its still showing. and when I trun it on its shows a two in one meter inside a settlement.

For the cities, you'll want to build fast travel mats on Xbox. The mats we use on PC were disabled in this patch for Xbox players, because they end up placing you outside of the settlement which is a cause for crashing on Xbox.

Which meter are you referring to?
