Red Rocket Upgrade Notification but there's no settlers

I got a notification that Red Rocket is ready for an upgrade. The thing is that I sent Ada there for a bit, made a agriculture plot, some water, and that's it. No desk, no leader, no settlers since Ada is now running County Crossing.

So I made a desk and got the details.

It says Led by Piper, current level 2, pct to next level 4%.

Now, Piper is running Oberland Station.

So when I got the plaque it said:

Welcome to Red Rocket Truck Stop
Design: RotC [0]: Oberland Station
Designed By...etc.

There was also 1500 caps in the Workbench.

There are also a lot of squatters. Settlers that aren't settlers (Artist, Addict, etc.) that are also working the ag plot (or at least animating the work). Like 6-8 of them just hanging around. There's 2 beds, 0 food and 6 water.

It sounds like your SS data storage is corrupt. Try running the Rebuild Local Data tool while standing in Red Rocket.
