Bring us your junk, your scrap, your broken messes yearning to be recycled. R3 will take your crap (like, literally) and turn into more useful crap. But like all industrial centers, the amenities are lacking, if present at all.
Wanna eat solid food? Better hope that shipment from Abernathy arrives on time.
Wanna paint the town red? Here's your paint roller, now get to work.
Wanna relax and enjoy the good life? Grab that pistol and practice your aiming so you don't die tomorrow.

What better place to store your valuable junk than waaaaay up there? And a souped up crane to get it there and back down again for your Caravan.
I also plunked a little tiny generator up there to power the lights (cuz you work all day and all night in MY settlement) that also happens to reach to the Recruitment Beacon at the top of the Rocket. You can just see the stubs of its legs where some fearless sap welded it on.

I think this young lass has had about enough of working for me. I think she's contemplating jumping into the Grinder. It would be a quick way to go and offer valuable Organics for those willing to put IN SOME EFFORT!

Reading the first post i thought for a second he was gonna say "bring out yer dead".
 
Great idea for storage, I pushed mine to limit hanging outside the zone but still "legal", besides make great fences/barricades

Version 1.0a makes Level 0 actually work. I took it 'down to the studs' meaning 0 plots, 0 power, no beacon, etc. Oops.
