Hello,

What happens when I want to take over a settlement with no current occupants or city plan specifically?
1) Slaver Outpost, so needs a recruitment beacon, but only raiders show up/recruited, is that right?
2) Who does the "slave" work if #1 is true?
3) Do slaver outposts with current Enslaved ever increase their slave stock?
4) Can you move Enslaved to other slaver outposts or even normal Outposts?

I do have faith that slaves will also randomly show up as if the raiders were out raiding, but maybe not quite yet in Conqueror/feature forthcoming?
 
Well, I tested taking over an otherwise empty Sanctuary as a slaver outpost. The mod spawned a bunch of hires to defend it, but there were no "settlers" in downed states (Codsworth was there, but didn't do anything as I hadn't followed up with him about my Concord trip, though I did talk to him after the raid).
I put down a 3x3 plot, was about to set down a generator to power it and my game crashed. I reverted to a different earlier save, went to my current vassal at Abernathy to convert them into slaves, my raiders all died. Abernathy's got back up, were hostile, had to put them in the dirt. My new raider empire is going swimmingly! Ha!
