raise city level cheat command

i've been looking for the cheat command to raise city level for like 3 days i haven't been able to find it like at all if anyone here could please help ?

It's not advisable as it can cause substantial script lag and potentially break your save. The command only exists to test out different city levels when developing a city plan and can create issues if you use it and continue on that way.

well then is there some other way to force the city plan citites to upgrade .... i'm sick of waiting for this crap
