Holotape -> Options -> Gameplay -> City Building -> "Cinematic Mode Weather Changes"

That option in the settings will let you switch that random weather-changing on and off.

do you know why it only goes around in circles for a couple seconds then just goes off. it doesnt even show the full buil sequence being completed.

Because the city plan placement code is much more efficient than SS1 so the cinematic seems to happen fairly fast.
