Question Raiders do not move during Raid or combat

The issue I'm having is that during a raid or being raided, my raiders will not move or follow any command; same thing with personal guards. They still shoot and fight back, but don't move at all. I have made sure they are set to follow with the order commands and in the MCM. Personal guards will teleport using the instant rally command but don't move afterwards.

An update: When I selected max number of raiders, I was able to get a handful of them to follow me and work properly, but the majority of them still don't move at all unless they somehow teleport to me during combat.
Can't post a picture because I don't meet the requirements

I also checked my save file with Fallrim there doesn't appear to be any problems with active scripts.
