Solved Raid Board of Faction Pack Not Showing Same Data Per Type

My raid board on the War Desk for a Faction Pack shows varying numbers of settlements when choosing the three types of raids. When I want to get a vassal, it only shows Tenpines (which I scouted). When I want an outpost/slave, it shows all of the ones where I've already been or scouted (Greygarden, Oberland, Hangman, etc etc). All of them have some sort of City Plan and all of them have food, so why is only one of them showing in the list available for a vassal attack - but all of them show in the outpost attack type?

I'm guessing that's a bug. I would expect that I control what I want to do with what settlement. If I discovered or scouted it, it should show no matter which three types.

This is not actually a bug. Vassals have a distance check, while the other two types do not.
