Questions about the Gambler (possible spoiler alert)

I've been building up Sanctuary without residential plots. I'm still using martial and commercial plots, but the game play I'm going for with Sanctuary is to have the settlers live in the Sanctuary houses, and I discovered much to my disappointment, that the interior residential plots don't quite fit the sanctuary "bedrooms" causing tapestries and pictures and other wall objects to be hanging in mid-air. Not the look I'm wanting, levitation isn't a thing yet after all! :)

I was reading about VIPs and that they need specific plots for their story lines, and since I don't have any residential plots in Sanctuary, I'm wondering why one appeared and was named "Gambler." First, is he a VIP? I thought the VIPs weren't supposed to be apparent until level 2 of their plots, so I assumed none would be recruited, and I assumed none would come in with a give-away name. Regardless of if he is/isn't, I like things to make sense in my settlements, so knowing what he's about will help me put him in the right residence and job assignment. Thanks in advance for your help!

I don't think Ms. Gambler is a VIP. When a VIP actual does show he or she is still just a "settler" but just with a fancier house.

By default, your settlements (maybe, more precisely, your rec and commercial plots) will attract visitors from the Commonweath. These are friendlies that show up to enjoy the fruits of your city planning. The have trade names like Hunter, Tanner, Gambler, etc., to distinguish them from your own minions. They just hang out and give your settlement some flavor.
 
Aha! Well while I was waiting on a reply, I was checking things out, and I noticed Gambler doesn't come when the settler bell is rung, and can't be assigned a job, but seems to still require a bed. Will Gambler, and visitors like him, count towards the unemployment rate? Is there a limit to how many of these visitors will come to a settlement? Do they stay forever, or do they come and go? Is there a tutorial or article about them that I can refer to? I tried searching, but I haven't found anything yet. Thanks again for your help!
 
Visitors just visit. They don't count against rates. They don't eat anything. You will see them sitting and hanging out in shops and rec plots. They add a bit of life.
