Question regarding water for a city

In a city plan build, providing adequate water will be critical for agri plots. Keeping in mind the leveling of the city and plots and increasing settler numbers, this implies a growing number of water purifiers at each level of the city.

It also implies a careful balance between defense and food/water at each city/plot level. >_< (I need to think more about that, there may be another question about martial plots.)

In the interests of making a self-sufficient city with food and water, not requiring that the player have supply lines and the like - a couple questions:

Would it be better to use the standard purifiers (probably lots of them with a L3 city) or use the PBP resources for water? (So the water source isn’t too choked up with machinery.)

Should I assume that an L0 city will have L1 agri plots, an L1 city will have L2 agri, L2 city has L3 agri, and L3 cities will have L4 agri plots?
 
I tested for Level 4 in my CPs/
I kinda prefere using the pbp water sources as you can burry them and just have the tops of the tanks showing up. Another idea for pbp water sources is to build around them to make it look like its getting more advanced, more pipes and stuff ;)
But the vaniall ones are cool to :)
depends on the look and feel for your city.
 
If I'm not mistaken, the PBP water sources don't incur damage from maintenance costs? Like the PBP electrical connectors that produce power don't get damaged.
 
@uituit an excellent idea. I will think about starting with a standard purifier (for realism) then maybe add pipes and PBP sources. Will add some interesting bling/color in the form of an upgraded ad-hoc high-tech water purifying plant.

@woodfuzzy noted re lower/no maintenance costs. I will have to be careful so that the hardcore players running survival mode don’t feel that they’re getting a free lunch out of the city. They want the hardcore, don’t want to cheat them of that experience.

Well, no more than the simple planning-ahead benefits that I’m thinking of giving them already. ;)
 
I like to use a mixture of hand pumps, PBP tanks and water producing plots.
