How does this interact with the IGNORE CHARISMA setting in Sim Settlements?

Is it basically if ignore charisma is off, and adjust max is off; settlers = 10

Ignore charisma off, adjust max on, settlers = 10 +Cha mod

ignore charisma on: you get up to your unemployed limit?
