Question about floating objects in city plans

I am frequently solving the issue of floating objects by upping the max building limit and waiting for the next plot upgrade for the missing city parts to turn up. However, since the city (Sanctuary) has gone to level 3 and hit the max building limit, even though I increased the limit, I don't that the issue is being fixed. I have already tried refreshing the city but it did not spawn in the missing parts. Here are some screenshots:

You can see that the pathway to the left is incomplete but there is an invisible navmesh block there. Also, the supposed anchors for the lights are missing as well.

My question is, will the missing parts spawn some time after increasing the build limit even though the city is at level 3? Or should I workshop-remove the navmesh block and start building on my own?

Thanks a lot to all those who respond. I am having this issue mainly because I forgot to increase the build limit before the city upgrades to level 3. I normally do that because I always encounter this issue before.
 
I had a similar effect when I scrapped a bunch of stuff before the build with the spring cleaning mod in sanctuary. In my case there were about five floating power conduits. I can't say if it will fix itself or not but I did notice it less when I make a started a new character without spring cleaning installed.

Even without spring cleaning installed on a new save, I still had one floating power conduit above Nate and Nora's house but that was it, so it's possible it could be something else entirely.
