Question about City leaders and "Who can? Asam" quest

Hello,
I recently progressed to "Who can? Asam" quest and I'm left with a choice of a leader.
I know that City leaders are needed for City Plans but what other roles or abilities do they have?

The reason I'm asking is I want to send all these new settlers to Starlight and pack that place first before anywhere else, where I have been working and designing a lot, but I don't want to lose anything done so far or nothing changed. In fact I don't even want any leaders there cause I don't plan to use any city plans for there. I hope the quest wouldn't force me to choose one...

Can the leaders still make any changes even if no city plan selected?

I assume I can choose a leader for the sake of the quest and then dismiss them from the table, but how would that affect the whole quest line in chapter 1?

Edit: BTW I used Vit-o-matic to see who's got what skills and I think that it is totally unfair and absurd that Old Paul has "1" intelligence, making him the most stupid person I came across so far. It bugles my mind that even Hubert has descent intelligence. Comparing especially these two characters Old Paul, seems and talks way smarter than Hubert.

Also, the whole quest for convincing "Stodge" is about letting people be free, not being involved and not acting like a mayor, YET; we are pushed towards choosing their leader (?!). Plus in default settings we tax the settlers as well... What could be more imperialist than this?!? And how is Stodge is OK with all this?!

Further more, why none of the women out of 3 step forward for the job?

SOME Leaders can provide passive positives and negatives towards the settlement they work at - this is completely separate to there being a City Plan active there, you can have a Leader assigned without using a Plan if you really want. These are the leaders you can select from the table (not people you just forcibly assign as Leader via the vanilla Workshop functionality). User 'pakman' posted a list of their traits a few days back, over here:

Would dismissing the chosen leader after the quest, cause any problems with SS2 Quest line?
