Quest, "Who Can? ASAM!", won't finish.

Stoge is the leader and sits at the desk, but the quest won't conclude for me to advance in the storyline. I had prebuilt Starlight Drive-in before the quest.
I'd like some setstage codes to advance things. I know it's said that they will break the quest storyline, but as it stands, it's already broken.

Any help would be greatly appreciated.

Happens to me almost every time.

Just go to the holotape, options/tools and cheat the quest into finished.

I went there, and the only cheats were for allowing buildings without completing the quests. I used a setstage code to continue beyond the stage of this original post, but I have two more SS2 quests that won't trigger, in that the target character won't activate. Furthermore, I've tried resetting the AI, disable/ enable, resurrect, but on the characters to no effect.
