Quest walkthrough: Vim and Vigor (with a few spoilers)

After receiving the quest Vim and Vigor, follow these milestones for success.

1. You may want to make sure that you have 3 spare fusion cores and either 4 or 10 units of oil before you begin (the cores will be required in step 6 and the oil will be required in step 7).
2. Go to Diamond City market and walk north past the farm to find a building with two goons outside. Get through a brief dialogue.
3. Enter the building and sit down opposite "The Ron" to start a dialogue.
a. If you have high Charisma, you can try to negotiate a lower fee for information about the Vault with the Vit-o-Matic technology.
b. "The Ron" will give you two mini-quests for free.
4. Go to the Vault. Before you enter, note that there is a red dot indicating an active enemy animal hiding far away on the hill. You will not be allowed to activate the mechanism for entering the vault until this enemy is dead because the game will think that it is a threat, even though it is far away on a hill. Its melee attacks can disrupt slow guns such as the minigun.
5. After killing the beast, enter the vault and activate the mechanism. Get through a brief dialogue in which you are asked for 3 fusion cores in exchange for entry to the vault.
6. Enter the vault and talk to the Overseer to hand over the fusion cores. You may notice a grey cat running toward you. You can try to block it, but you can't capture it, so eventually you will need to allow it to run past you.
7. Talk to the assistant overseer. Receive instructions for the first two tasks: oil for a robot and talking to a plumber. [If you have the Local Leader perk, you can bargain to deliver 4 oil; otherwise you will need 10 units of oil.]
8. Give oil to the robot.
9. Talk to the plumber (Katlin).
10. Be careful for hostile insects when getting into the water to clear the reservoir. Press "E" to clear debris.
11. Talk to Mansfield about the third task - finding a missing scout. If you have high charisma you can ask him why he cares about this scout.
12. Follow the quest marker to look for the scout, defeating or avoiding any opposition. You will probably have to kill two Gunners, but if you go too far to the west, you will run into feral ghouls.
13. Get the holotape from the missing scout. Report back to Mansfield.
14. Report to Dr. Forsythe, who will ask that you sit in one particular chair so that he can collect blood. If you sit in the wrong chair he will wait for you to pick the chair close to him. He will draw blood and disappear. If no glitches occur, you can follow the quest marker to the Vit-o-Matic scanner and press "T" at it until it detaches from its mount.
a. In some versions, a glitch may occur where you get drawn into the "Hole in the Wall" quest from the original game before you can get the Vit-o-Matic.
15. Report back to Jake to start "New Plots on the Block."

Note about point 7. With the local leader perk (Charisma 6) you can lower the oil requirement to 4.

i am wondering about point 13 it mentions a hiden weapon stash or just a stash under a bridge but i dont know if that is just a sweatener or for real as there is no pointer and plenty of bridges to hide stuff under :)

There is a forum post on this topic. I can't remember if it was in question or discussion. I'm leaning more towards the discussion forum. The final result was "we don't know!"
