Quest "New plots/sites in the settlements" stucked

Hi everyone. My apologize for the bad English. I'm playing SS2. Now I'm going through story quests. And stuck on the quest "New sites in the settlements". Maybe it's not called that because I'm playing a translated mod.

Stuck at the stage of "building a commercial, military or entertainment site 2x2 in Sanctuary Hills". Jake invites Paul to look at the construction. I'm building an entertainment section. Construction is completed and NOTHING happens. No dialogs or updates. What should I do?

Can be script lag, if you're waiting for a really long time and nothing happens, I'd try to roll back to quest start. Can try turning dialogue camera ON if you haven't (that would also be required for the next quest). You can load an earlier save and skip Jake's explanation too, when he offers, then build them yourself whenever you want.
