Had the same issue regullary in v1.01 and solved it by understanding you must have Jack to follow you to be very near of the plot and, when he is near, you muest wait for a few seconds.
Just like the first time you meet Jake you are introduced to the new plot types. As someone noted above I was able to complete the quest by bypassing the "demonstration" by Jake. Just go to Sanctuary and build one plot of each new type. Commercial, Entertainment, Martial and then Municipality are the four new types. Once they build up the quest will complete. Evidently a bug with Jake activated as I couldn't get completion after the final plot build.
Once the "load the holotape" objective marks as complete, go tell Jake you did it (he seems to always go upstairs to his chemistry bench at that point for me). There is no objective to do so but thats the next step. That next conversation will unlock the other plot types.
