Just in the process of enabling/baking mods on a new save game.
I enabled Conqueror Framework and the Conq/Nuka Patch inside Slocum Joe's Office . When I re-entered the game, I get the prompt to prebuild cities.
When I was using the Full Conqueror Version (as far as I can remember), I would only get this prompt if I had Conq enabled at the very start of a game. I don't remember this ever popping up before when I have enabled Conqueror after leaving the vault.
Since I'm planning on building everything myself anyway, I'm going to choose "Actually, i changed my mind about this system" and carry on.
If I had RotC or any City Plans, would it let me start the prebuild process even though I'm already out of the vault? if so, wouldn't that be not optimal?
