Solved Prebuit settlements not appearing

Ive been playing ss conqueror for a few week now, and ran into an issue after updating the files for ss and conqueror earlier today. Nothing in my load order has changed since before the updates, though im not saying it could not be a mod conflict. In essence the problem is when i start a new game and arrive at the option to pre build conqueror settlements, then go to the choose settlements options, nothing appears in the trade window.
Beyond that, if i bypass the the choosing starting settlements altogether, none are prebuilt anyways.
For clarity, im not super fluent in modding and the like, but my build has been stable enough to allow me to play the game, with ss conqueror, with little to no issues (xbox one, so there will always be random crashes and the like)
Apologies for the long winded post and if i am not following proper bug posting procedure, or if even this has been reported before and addressed. I could not find any threads on it.
Of course it goes without saying, I am not complaining, and love the work you guys do.

What's your load out? Do you run just SS base mod and Conqueror? or are you running with the SS 3in1 and Conqueror?

I am an amateur modder, so if anything there is a massive no-no, feel free to point it out.
I was looking to add a few more mods today, but halted that upon stumbling on this bug with conqueror.

I think what has happened is this: Previous versions of Conqueror included RotC City Plans even without having RotC installed. The newest update to Conqueror has corrected this.

Adding Rise of the Commonwealth to your LO should get you back to what you are used to.

I'll see if I can find the thread were some of this gets talked about.
 
I did have rotc installed at one point, but have been stripping mods to increase performance, and as i did not care to have my cities built for me, that one went as well. If that is all that this is, I am very sorry for wasting anyone's time.

Without rotc installed there is then no option to have cities pre built in conqueror?

No worries! I've been in exactly the same boat. Here's the conclusion from another thread about this:

RotC is not required for City Plans, but the City Plans in SS do require RotC. If you have them without, you're very fortunate your game isn't crashing as many of the assets are part of RotC. They should not even be showing up as an option without it, which means there's a bug I have to fix.

If you aren't using City Plans, or are only using community City Plans, you don't need RotC. The bulk of RotC's file size are the new plots it adds, the new assets it adds that we use in City Plans, and the sounds for the Dynamic Soundscape.

You could use other, community built City Plans, instead of RotC, if you so choose in order to have Conqueror do its prebuilds.
