Post main quest BOS attacks

Does anyone know what quest is the random encounter for a BOS vertibird plus troops attacking after the main quest is done with the Prywden destroyed?
I just want to make a little mod that stops them from happening every time I enter Concord or any settlement.
Failing that, is there a way to get a list of all running (not stopped or completed) quests?

I would like to stop this kind of thing happening too, it's rather annoying when they pop like in front of the museum of liberty when I fast travel there.
