Resolved Possible Issue - Commercial Plots in Far Harbor

So I have been doing a new playthrough of FO4 with Sim Settlements and have noticed that no matter how many housing plots i seem to have built and in use my settlement/s in Far Harbor seem to not count them towards residential plots required to build commercial plots. I have settlements with 10+ houses, and I still get the message that I do not have enough residential development to support commercial plots.

Has anyone else had this issue, or is it unique to my mod setup?

yeah I did on a conquest workshop
but change the Commercial Req to population made it work for me

Alright, I will try changing the requirement and see if that fixes it for me as well.

EDIT: This did indeed seem to fix it for me.
