Possible bug?

Hello everyone,

While I’m not entirely sure this is a bug, I wanted to ask before I did something stupid. Using the vanilla leaders mod by Skuzzcity from the nexus, thins were going fine in sanctuary with stuffed as leader. It upgraded to city level 1 from 0 just fine, but soon after it went back to level 0 and it seems stuck at 6% (seems so at least) is this a bug or is it doing something normal?

Never mind, it was simply taking forever but I. The end it did upgrade fully to level 1 which. By itself looks amazing! I do wish settlers would stop standing around however.....

Settlers standing around is usually a symptom of script overload. Standing in place and letting the scripts catch up is the right answer, unfortunately some of the overcrowded settlements seem to be just a little too much and may not be able to stay caught up during upgrade cycles so this may need to be done off and on periodically as things upgrade in the settlement.
