Plots stuck in construction

I've been having this problem where random plots never finish construction. They get stuck in the scaffolding phase, and the settlers assigned to them just keep hammering away. I can't seem to recognize a pattern; it just seems to be random plots. Typically, I get a couple of these in each settlement.

Refreshing the plot, or changing the plot type does not fix the problem. Scrapping the plot and rebuilding it totally works, but it disconnects the plot from the hidden power grid, so is not ideal.

I've tried using both the 3in1 and the individual mods, but it doesn't seem to make a difference. I've also tried on new saves, and the issue persists. Realistic Build Times is off, and build limits have not been reached or exceeded.

Any advice would be greatly appreciated. Thanks.

I had the same happen in Tenpines. The martial plot just outside the build area and one of the farms. Only way I could get it to move on was to scrap the city plan and have it rebuild everything.

I dunno if it matters, but when I turn auto assignment off I seem to get things to work better.

thanks. I'll give that a shot. Seems like the worst offender is Starlight. I guess I'll take this opportunity to build one of the city contest plans (honestly, I think yours is the one I kept). I appreciate the advice!

Nope, not at all. It was the RoTC Complex plan. I meant that if I'm gonna blow it and start over, it gives me a great opportunity to switch to your plan. Starlight was one of the first settlements I built this playthrough, and I started it prior to downloading some of the contest entries.

Fast travel can make a plot pop sometimes , you just have to give it time for the cell to unload and that can trigger the level up(sometimes)

Oh, I've travelled to and fro loads of times at this point. They've been stuck my entire playthrough. Just chilling. It really doesn't break anything, just looks weird and probably effects happiness to some degree (though hasn't created any issues with upgrading).

Yeah auto assignment has been kind of an issue for me too in County Crossing, but rather than endless construction, I get double placed plot or the wrong plot all together. Like placing a martial plot on top of a martial plot, or placing a 2x2 residential in place of an interior residential, then another settler placing said interior on top of that 2x2.

I can scrap one easy enough, but it ends up giving me double population on that settlement cause I end up with two of everything. However, scrapping it once seem to stop it from another being placed. Only County Crossing does it, but I THINK, there could be something up with auto assignment. Because in Tenpines I had the same issue, but turning off auto assignment and rebuilding the ROTC Tenpines, everything went well.

Firstly, I love your Starlight Plan, and I've only seen level 0 and screen shots.

Secondly, I'm still having this weird issue. Even with your plan, there are a handful of residential plots that refuse to finish. No matter what I do. Even with auto assign off, and settlers manually assigned, those plots will just get stuck. I can send settlers to other plots, which will finish, but the same 2 or 3 residential plots get stuck every time I build.

It doesn't make any sense!

Try a optimized city plan and see if that makes a difference.

I did notice this in finch farm when I was testing cityplans ,so it could be something else.

Also might be a long shot, but I get issues when I have my Creation Club stuff loaded in. In fact, the issue I had with Tenpines was when I had Creaton Club stuff activated. But I removed that stuff out of my data folder because I was getting crashes a lot and when I rebuilt Tenpines I didn't have the endless construction problem there.

Though I have NO idea why Creation Club things would matter? But looking at the load order above, that's one of the similarities I have/had.

the tunnel snakes was causing some problems, not sure if that was fixed.

I couldn't resist the workshop ones... But I did snag them when they were on sale. The Slugum Joes one is really cute, but I probably make the most use of the arcade. I really wish we had more mini games like that. After playing Red Dead Redemption 2, I really miss games like poker, fishing, dominos, and the hand stabber game. Poker and fishing would be awesome in Fallout, oh or the pool tables. That could be a fun little mini game too.
