Plots occupied but not being built

I had that twice. Once at Red Rocket and now at Somerville.

Refreshing doesn't help, so what do I do? Reset the building cache? I'm out of ideas.
 
Sometimes you need to wait 24 in game hours, I had it a few times that plot started to build and then halted. Sometime I tried to use an other building to see if that works on that plot.
 
Do you have enough resources to cover the construction costs?
If they are commercial plots, do you have enough residential plots?

I always turn costs off, since I don't want to micromanage beyond what's necessary. And yes, I have more than sufficient beds. Two 3 by 3 plots, starting out with 4 beds and reaching 12 at the final stage of their development. As I said, plots are occupied, but it may be, the occupants are incapacitated.
 
The Commercial requirement only counts number of Plots, not number of occupants.
I can't really confirm that, since I only laid out sleeping bags at Red Rocket, without a single residential plot and the plots do build just fine. In any case, the plots not being built at Someville are the hospital and defense.

I'm way into that playthrough. Almost seven real days and 9 months ingame time. My character is level 82 and I unlocked any category there is.

So from what you wrote, the game sees you only have 2 plots. You'll need to make 3 more.

Requirements and upgrading​

You can start using commercial plots after they are unlocked in the Sim Settlements 2 quest New Plots on the Block.

Additionally, there are settlement requirements you will need to reach to build and upgrade commercial plots. Once you have put down a Commercial plot in the build menu it will not start building itself until you have five or more Level 1 residential plot in that settlement. Plots that support more than one settler still only count as a single plot for this requirement.

If you are running out of room in the settlement, try smaller plots - or you can change the requirement to Population in the settings. Note that beds made in workshop mode count as Level 1 residential plots for the purposes of this requirement.

There are extra requirements for upgrading commercial plots as well.
  • To upgrade a plot to level 2 you will need 8 or more level 2 residential plots in the settlement.
  • To upgrade a plot to level 3 you will need 11 or more level 3 residential plots in the settlement

As I said, that doesn't seem to be the case. I have settlements without a single residential plot, only bedrolls. Everything is built just fine. Apart from the fact, the plots not being built aren't commercial. The only commercial plot I laid down at the same location, was built.

Almost since day one, I paid residential no heed and only looked at bed count. But this is the first time, I ran into something like this.

Did you try to make 3 more plots? Or try to switch it to see population? Can't hurt!
 
Either your settler is Incapacitated who is assigned to it so switch some other settler to it or if it really is commercial plot then the problem really is the fact they you dont have enough plots but since you don’t seem to want to build Residential plots I would highly advice to take a look of your city manager holotape and put the commercial requirement to population instead of plots.
