Closed Plots Not Completing

I just installed the mod and my plots keep getting stuck at the scaffolding stage, as detailed in the Issues section on the wiki. I do not have Realistic Build Times on, I have refreshed the plots many times, I've used the IBB a LOT, I've scrapped and rebuilt, nothing is working. Can I get some help here?

For background, the holotape also did not spawn in the specified location, so I had to console command it in. I reinstalled the mod a few times to try to fix that before resorting to the console command. I'd really like to get this mod working, but it's beyond frustrating and honestly making me not enjoy the game. I also don't have the HUD plugin working, not that it's a big deal, but it's really annoying.

It's likely you have script lag, it's either that or a conflicting/problematic mod. Could you open your save in Fallrim Tools and check the number of active scripts running?

This is what shows up in Fallrim Tools. No Active Scripts loaded. Also, I checked the list of known incompatibilities, but I don't have any of those mods installed.

Sorry @ProfEucalyptus I've been a bit busy today so I haven't really been on to answer people. As far as the issue being a script problem, we can safely rule that out. Nothing else in your load order jumps out as a possible cause either. Have your tried loading only Sim Settlements and its add-ons? If you haven't try that, though you can keep UFO4P, SettlementMenuManager and HUDFramework on. If it works with only those active then you have a conflict somewhere. If it still doesn't work, I would try a manual installation of SS; https://simsettlements.com/web/wiki/index.php?title=Install#Manual_Installation
 
Sorry for being rough, but like I said I've tried everything I've seen online and I'm beyond frustrated at this point. This is the first time I've had to resort to posting on a forum to get help after there was no help on Google or the Nexus. Thank you for helping me.

I actually left town for the long weekend so I can't check yet, but what are the odds that Better Settlers is the problem? I see that Don't Call Me Settler is on the conflicts list. Or maybe the faction housing overhauls or basement dwelling? Have they been confirmed to work with this mod yet?
 
I've not noticed an issue with Better Settlers. I can't speak to the faction housing overhauls, I had trouble with them on prior playthroughs so didn't try with sim settlements. I have industrial revolution near the top of my install list, you might try moving it up and see if that makes a difference. Scrap everything and Start me up should probably have nothing below them so I'd move the two better settler opt files up a smidge as well. I don't see anything really obvious though.
 
Before even trying anything below, could you try installing Sim Settlements manually? NMM is in horrible shape right now and doesn't usually install large mods correctly. Whenever the holotape and sensors don't spawn in the museum, that's a huge red flag to me that the mod is missing files.

Regarding plots not building, my bet is that it's your alternate start mod. They often do some things that conflict with the workshop arrays.

There's a potential fix in the Sim Settlements Helper mod. Be sure to back up your save before trying this.

1. Install Sim Settlements Helper
2. Craft a Reset Workshop Arrays object at the chem station.
3. Use the Reset Workshop Arrays item and wait for a pop-up confirming it worked.
4. Build a plot and manually assign a settler to see if they start building as expected.
 
I'm seeing this problem as well. It sometimes seems to be related to SS trying to build the wrong plot types. Now whenever I build and don't see anything other than the scaffold after 30s or so, I run over and click to see the plaque. 4 /5 times it will have tried to build the wrong type of building. I manually set it to build something else, and it works.
 
So I installed manually, didn't work, then I uninstalled my faction housing overhauls, cleaned scripts, installed the helper, reset workshop arrays, and still nothing. The scaffolding comes up, Sturges wanders over and works there for about thirty seconds, and then walks away without anything in the plot changing. Is there anything else I can do or should I start uninstalling all my mods so that I can try to find a conflict?

Just took this suggestion as well. The mod still doesn't work with all of my other mods deactivated. Is it possible there's some feature of the mod that I'm missing to get it to work?

Also, I am running F4SE, could that cause issues?
 
Prof, if your other mods are deactivated and things aren't working - that sounds like either your save file is corrupt, or more likely - NMM just fudged up the install. I'd recommend doing a manual install overwriting any of the existing files.
 
So I have done many manual installs in the past, but this time I decided to uninstall, open the game, save, and clean scripts with Fallrim Tools before reinstalling again. That seems to have done the trick. I wonder how many of my other mods aren't working at full functionality because I need to do that...

Im having the same issue on xbox one. Build plot, goes to scaffolding and gets stuck there.
I'd guess one of two things - first check if Realistic Build Times is turned on in your zoning laws, if it is- buildings take about a day and a half to complete. If RBT is not turned on, go to the plot and select Choose Building Plan from the sensor menu and see if that resolves it.
