This was disappointing, I'm not sure how it could be handled but it feels off. A level 2 plot, in a normal settlement, produced 6 food. Some time after making it an oupost, it upgraded to Tier 3. It's worked by a Settler, not a Faction soldier. After it reached Tier 3, it's producing.... 6 food. No change.
Maybe plots created before conversion could be "grandfathered in" so you're not just treading water, or so the upgrade isn't meaningless? I dunno, it was just a bummer to see if the plot upgrades would fix things, and have them resulting in zero change =/
Or, is it intentional, that the best thing to do is get a normal settlement to level 3 plots before starting Conqueror and making it your main Outpost?
